China has achieved continuous development of its intellectual property rights management system. According to the State Intellectual Property Office (SIPO), in 2019, the IPR management system has been effective in the transfer, licensing and pledging of patent rights 307,000 times nationwide. The total amount of patent and trademark pledge financing increased by 21.3% and 23.8% respectively compared to the same period last year, reaching 151.5 billion yuan (about 2.4 trillion yen). This is due to the fact that the number of cities focusing on IPR management system development has increased to 26, with the first securitization product of all patent assets successfully issued, and a series of important IPR management projects and platforms implemented one after another. Just recently, it was reported that more than a dozen provinces and municipalities directly under the jurisdiction of China, including Jilin, Henan, Liaoning, and Chongqing, have launched measures to promote IP management to strengthen the operation of IP rights. The goal is to promote IP-backed financing by developing policies on risk compensation, subsidies, IP valuation, and disposition of pledged assets.
