On November 30, the Shanghai Intellectual Property Office signed a strategic
cooperation agreement with the Bank of Shanghai to promote intellectual property
rights financing. The Shanghai Intellectual Property Office differs from the Industrial
Promotion (Support) Division of local governments in Japan, which provides IP support
as part of various activities to support business start-ups and foster venture businesses,
in that it is a specialized department for “IP-focused corporate support.
In order to promote the development of IP-based financing channels for R&D-oriented
SMEs, the two parties are going to cooperate in the field of IP-backed financing services.
Under the guidance and support of the Shanghai Municipal Intellectual Property Office,
the Bank of Shanghai will develop IPR-backed loan products and promote IPR-backed
lending through the loan screening system and interest determination mechanism. The
Shanghai IPR Service Center and the Shanghai IPR Financial Services Federation,
which includes commercial banks, collateral institutions, securities companies and
insurance companies, have also been established to provide consulting, liaison and other
support services related to IPR financing.
